Turns out the limitations from Win10 licensing was the problem.
Windows 10 was running like crap for a while and I assumed it was lag over RDP. I deleted the VNC display and video card out of the VM(VNC Server and QXL). I can get windows to install the drivers and it will restart but it always comes back with the code 12 error and defaults to the MS Basic adapter even if I disable it.
